Damascus Concept Plan Completed
On November 29th, after two years of work, an advisory committee gave its final approval to the concept plan that will guide the development of 12,000 acres of the Damascus, Boring and east Happy Valley communities, which were brought into the region's Urban Growth Boundary (UGB) in 2002.
At the final hour, a group of property owners seeking to fully develop their land attempted to water down the plan’s reasonable protections for buttes, streams, green systems and open spaces. However, residents from throughout the Damascus area took turns speaking eloquently about protecting their home, their quality of life, and the natural landscape that makes it special.
"You just have to understand that the people who live here are a true community; their passion and their collective talents and skills might astound you," said community member John Ferguson.
The advisory committee adopted the plan with its proposed conservation elements. The Cities of Damascus and Happy Valley will use the concept plan to help guide development of comprehensive plans and zoning development ordinances. Many of CLF’s recommendations regarding green street and building design, stormwater management, and affordable housing are included in the implementation strategies that accompany the Concept Plan. These strategies, which are critical to creating a sustainable, equitable, and livable community, will serve as recommendations to the cities. It is important for concerned residents and organizations to stay involved and make sure these strategies are implemented as the process moves forward.
